Resource pages should be route-first

Players usually search for a resource because they are blocked by a recipe. The first answer should explain where to look, what tool or scan unlock is needed and what else can be collected on the same dive. A raw alphabetical database is useful later, but route-first pages are better during launch.

Do not lock bad coordinates into SEO pages
